I would say Akali is too strong but thats not right, She just doesn't belong. Her counter-play is incredible complex and trying to do it often feels incredibly frustrating and nonsensical. The ability to draw aggro while remaining safe and being a threat is the epidemy of UNFUN and UNFAIR. She doesn't need to be buffed, she needs to be fully reworked into a champion with clear strengths and weaknesses. (its like being in a game of quidditch and trying to catch the snitch but you have 4 death eaters trying to kill you) It doesn't belong and its doesn't make the game better, just frustrating in an unrewarding and unnecessary way.
